ARev CPU utilization on NT

We have a ARev system that communicates to a Java program by posting to queue files. Both programs run on the same processor. Performance is very good on Windows 95/98 but on an NT it utilizes about 96% of the CPU cycles. This can be reduced to about 50% by increasing idle time sensitivity. This utilization is happening even if no messages are being exchanged between Java and ARev. I have another ARev program in a similar situation that utilizes only about 6% in a similar situation. Is there a Properties setting in the DOS box that should be changed? Or, should we modify the ARev code?
