I've never seen that, but it seems that the only reason it would happen was if your DOS window was using an unusual code page.
When you do a CTRL-S in an edit window, and pick ASCII table, do you have a little smiley face as CHAR(1)? If you do, it seems your code page is ok; in that case, I would have no clue. If you don't either email me or leave a message here and I'll research further. tardis_systems@yahoo.com
